The Government Started Easing Quarantine Restrictions from May 11, 2020

On May 4, the Cabinet of Ministers of Ukraine adopted new amendments to CMU Resolution #211 on restrictive measures to combat the spread of COVID-19, that are easing quarantine restrictions.

T​he list of businesses permitted to operate during quarantine is expanded with the following:

1. Non-food retail (including shops located in shopping malls) as well as businesses in the sphere of consumer services if the following conditions are ensured:

  • personal protective equipment for staff (including protection of face, eyes, hands) and consumers;
  • no more than one consumer per 10 square meters of the trade area;
  • compliance with other sanitary and anti-epidemic measures.

2. Open-air (summer) areas & take-aways in the sphere of catering services if the following conditions are ensured:

  • at least 1.5 meters distance between the seats at adjacent tables;
  • no more than two customers at the same table (excluding children under 14 years);
  • personal protective equipment for staff (including protection of face, eyes, hands) and consumers (excluding time of eating);
  • compliance with other sanitary and anti-epidemic measures;
  • address delivery & take-aways allowed only for business entities that conduct such activities as a food market operator.

Additionally, there are novelties in regulation of medical examinations. Employees of certain professions and industries, including categories defined by CMU Resolution #559, are allowed to be involved in work without passing the primary (before employment procedure) and periodic (during employment) medical examinations during the quarantine as well as 30 days after its cancellation (completion).

Also, please be informed that Ministry of Health published methodological recommendations on anti-epidemic measures which should be followed by economic enterprises while easing quarantine restrictions.

The Chamber is grateful to the Ministry for Development of Economy, Trade and Agriculture and the Ministry of Health for consideration of business community’s proposals on easing quarantine restrictions and will continue further cooperation on ensuring safe environment for doing business.
