The American Chamber of Commerce in Ukraine welcomes the Government's decision to amend the Technical Regulations aimed at simplification of certification process of tractors and other agricultural equipment. The Resolution of the Cabinet of Ministers of Ukraine #1168 dated December 4, 2019 “On Amendments to the Resolutions of the Cabinet of Ministers of Ukraine of July 8, 2009 #694 and of December 28, 2011 #1367”, was officially published and enters into force in 6 months after its official publication.
Implementation of the Resolution sets clear rules for producers of agricultural machinery, in particular:
- Elimination of 5 years validity period for the type-approval certificate
- Cancellation of norms for periodicity of inspections of production conditions of machinery
- Environmental standards for emissions of harmful substances by engines were set: minimum level from 2021 – Stage 2, and from 2023 – Stage 3A
Experts of the Chamber Working Group on Agricultural Machinery have been actively participating in the process of finalization of Resolution with the aim of simplification of the agricultural machinery certification procedure in Ukraine. Elimination of the validity period of 5 years for the type-approval certificate and cancellation of norms of periodicity of inspections of production conditions of machinery in order to bring these provisions into conformity with the provisions of Directive #2003/37/EC was supported in respective Chamber letters and during meetings with state officials. The business community is looking forward to proper practical implementation of the Resolution’s provisions.
