On September 18, 2023, Draft Law #10066 “On Package and Packaging Waste” (Draft Law) was registered in the Verkhovna Rada of Ukraine (Parliament).
The American Chamber of Commerce in Ukraine (AmCham) welcomes the registration of this Draft Law aimed at reducing the negative impact of packaging waste on the environment and transition to a circular economy. The Draft Law defines, inter alia, requirements for the establishment and operation of extended producer responsibility organizations.
AmCham member companies’ experts were actively involved in the process of drafting this legislative initiative with the Ministry of Environmental Protection and Natural Resources of Ukraine (Ministry). At the same time the position of the business community was not fully taken into account before the finalization of the Draft Law by the Ministry and its registration by the Cabinet of Ministers of Ukraine in the Parliament.
Therefore, the AmCham looks forward to effective cooperation with the Parliamentary Committee on Environmental Policy and Nature Management to further improve the Draft Law so that a system of extended producer responsibility can start working in Ukraine.
